Establishment of a Drilling and Completions Centre of Excellence in an Existing Institution of Higher Learning in Nigeria


Lonadek Nigeria Limited (LNL) on behalf of Chevron Nigeria Limited (CNL), the operator of the NNPC/Chevron Joint Venture, hereby requests for expressions of interest from private and public institutions of higher learning in Nigeria offering Petroleum/ Petro-chemical Engineering, Gas Engineering, Geology, Geophysics and related courses interested in the siting of a Drilling and Completions Centre of Excellence in its institution. This is a CNL initiative to develop local capacity in the Nigerian oil and gas industry by establishing world-class training Centres of Excellence in Nigeria for human capital development and award of internationally recognized certifications.


In compliance with the Nigerian Oil and Gas Industry Content Act of 2010 and the Nigerian Content Development and Monitoring Board’s (“NCDMB’s”) Human Capacity Development Guidelines, CNL seeks to implement a comprehensive and robust multi-stakeholder Human Capacity Development Initiative (HCDI). In order to make significant impact on the identified skills gap matrix within the industry and also achieve its HCDI objectives, CNL intends to establish a Drilling and Completions Centre of Excellence (CoE) in an institution of higher learning. As a proactive measure for evolving local human capital into a high-value workforce, the CoE would implement an integrated approach that combines formal classroom training with on-the-job skills acquisition, apprenticeship, mentoring and placement. A continuous professional development program in collaboration with world-renowned societies, associations, institutions and relevant bodies would empower both the students and lecturers in Nigerian institutions of higher learning to meet International standards. The program would provide a viable route to international certification and accreditation based on skill sets and competencies required locally and globally.


LNL on behalf of CNL would manage the collaboration with other stakeholders including NCDMB, Oil and Gas Trainers Association (OGTAN), relevant subject matter experts (local and international) and the selected institution to train graduates in oil and gas technical disciplines. The stakeholders will update the existing curricula with modern modules, upgrade and also refurbish the learning facilities at the institution where the CoE is located with the latest state-ofthe-art software so as to enable it compete with world-class higher education institutions which have computing and Geographic Information System (GIS) / Remote Sensing Research Facilities, Near-Surface Applied Geophysics Facilities, etc.

  • Upgrade the laboratories and workshops in line with the curricula
  • Boost the capacity of lecturers in the institution
  • Maximize the potential of graduates
  • Define a master plan that would result in a top 100 world ranking for the selected institution
  • Stimulate public-private partnerships through student internships and lecturer sabbaticals
  • Increase indigenous research and development in the oil & gas industry


Requirements Expressions of interest must be from Polytechnics or Universities in Nigeria offering the courses listed below or other related courses:

  • Petroleum/ Petro-Chemical Engineering
  • Gas Engineering
  • Geology
  • Geophysics

All institutions submitting an expression of interest must be duly accredited by the Nigerian Universities Commission (NUC).

Process of Submission

Interested institutions are requested to submit their expression of interest to the address below (by hand, courier or e-mail) on or before October 27th, 2017
